No. Exam rubrics are one marking mode among several, with HKDSE available today and more coming. Most people just use the everyday topics and the group room.

The group speaking room is modelled on the HKDSE group discussion format, so you practise the same shape of task: a prompt, other speakers who hold their own positions, and turns you have to work your way into.
